MARINE EDUCATION OPPORTUNITY FOR TITLE ONE SCHOOLS- Marine education
coordinators are offering a free educational opportunity for Title One schools in coastal counties this spring. The DNR free marine educational program, funded by the Gaylord and Dorothy Donnelley Foundation, is available for fifth through twelfth grade classes that are a part of Title One or Title One eligible schools in the coastal counties of Beaufort, Jasper, Hampton, Colleton, Charleston, Dorchester, Berkeley, Georgetown and Horry.  Funding for this program began during the summer of 2006 and since that time, 20 Title One schools have participated from these coastal counties. An additional 20 programs will be offered this
spring for eligible teachers and classes for up to 35 students per program. ALLIGATOR WARNING SIGNS NOW AVAILABLE-In an effort to educate and warn the public of the presence of alligators, the S.C. Department of Natural Resources has available a 16"x 20" alligator sign. INFORMATION ON CLEAN VESSEL ACT NOW AT NEW DNR WEB SITE-
Why worry about your boating waste? Because improper disposal of sewage, whether
treated or raw, can impose major impacts on the environment. The Clean
Vessel Act was created to target this problem and inform the public.
Getting information on how you can comply is easier than ever with a new
Web site from the S.C. Department of Natural Resources (DNR). Check out
www.dnr.sc.gov/marine/vessel/index.html for information such as "Map of
Pumpout Stations" and "How to Operate a Pumpout." Contact Lorianne

the Clean Vessel Act in 1992 to provide states with funds to educate the
public about the consequences of discharging sewage, as well as to
provide federal aid for marinas for up to 75 per cent of the approved
costs of pumpouts.
 
 DRAFT 2007 AQUATIC PLANT MANAGEMENT PLAN 
            NOW AVAILABLE FOR PUBLIC REVIEW

    The public is invited to review the Draft 2007 South Carolina
Aquatic Plant Management Plan through the S.C. Department of Natural
Resources. Comments and suggestions should be submitted in writing or
email and received by Monday, March 7, 2007.  No telephone comments will
be considered.
    The S.C. Department of Natural Resources (DNR) in conjunction
with the S.C. Aquatic Plant Management Council is responsible for the
management of nuisance aquatic plants in the state's public waters.
Each year the DNR and the Council prepare an Aquatic Plant Management
Plan that identifies aquatic weed problem areas, prescribes management
strategies, and determines funding requirements.
    Part 2 of the Draft 2007 Aquatic Plant Management Plan
identifies 27 public water bodies, 8 State Park Lakes, and 9 SCDNR State
Lakes with aquatic weed problems and prescribes management strategies
for each problem area. The estimated cost of the proposed management
program is about $960,000.  A major focus of the plan is Phragmites
control in Coastal South Carolina with almost a third of the projected
budget being utilized for that.
    All comments should be received in writing or by email by the
closing date to ensure that they are given proper consideration in the
final plan.  No telephone messages will be considered.  Anyone

WILDLIFE TECHNICAL ASSISTANCE LIST AVAILABLE TO LANDOWNERS FROM DNR—The S.C. Department of Natural Resources is developing a list of contractors who are involved in wildlife technical assistance statewide, especially those contractors who provide on-the-ground services. The list will be published and used as a tool to assist landowners with the implementation of wildlife habitat manipulations on their property. The list currently consists of individuals or businesses in South Carolina and nearby contractors in Georgia and North Carolina. The services provided by these technical assistance providers includes activities such as prescribe burning, food plot planting, dove field preparations, timber management and wildlife management. Compiling the list will be an ongoing process and changes to the Wildlife Technical Assistance Providers List will be made as new contractors are identified. If you are a private consultant or business involved with wildlife habitat related technical assistance to private landowners and wish to be included on the S.C. Department of Natural Resources (DNR) list, contact Willie Simmons in Columbia at (803) 734-3898.   "The Diary of David Gavin"  is Now On Sale at The Tri-County Regional Chamber of Commerce.

David Gavin (1811-1874) served in the SC General Assembly from 1834-1843 for The Parish of St. George Dorchester and the Colleton District from 1865-1866,  owned the Texas Plantation near present day St. George, was a surveyor, estate appraiser, and philosopher.

" He wrote these observations 150 years ago," said Phyllis Hughes, President of the organization," never knowing that when he entered his last entry, the journal would be rescued from a trash bin and preserved and donated by  the Gavin family to The Southern Historical Collection of The University of North Carolina at Chapel Hill in 1946. Mr. Gavin's Diary  is an extraordinary look at the Upper Dorchester County area. He recorded his observations of life on the plantation during the turbulent times of the Civil War Era along with candid comments about his neighbors, local, state, national, and international events and economics."

Many records for the area were  lost in a  well-intended but ill-fated attempt to move them from the Colleton District Courthouse to Columbia to save them from General Sherman's torch. There are hundreds of families names that he wrote about that are still prevalent in the area. This is a significant journal in which one who has family ties to the Colleton/Dorchester area can trace their own families history.

David Gavin  refers to Indian Field very often,  recording life on a southern plantation through turbulent times. His diary covers the years leading up to the War Between The states, during & after. He relates the weather, building roads, thieves, true men, and deceivers, conversations, and events.

         The S.C. Department of Natural Resources will now be offering limited services at the Conway office of the Department of Motor Vehicles, located at 4103 Highway 701 North, Conway, SC 29526. A DNR representative will be available at this site Thursdays and Fridays (except for holidays) from 8:30 a.m. to 12:00 p.m. and from 1:00 p.m. to 5:00 p.m. 
         This site will offer the following services: 
         * Watercraft renewals
         * Duplicate watercraft registration cards
         * Duplicate watercraft decals
         * Duplicate outboard motor decals
         Other services, including hunting and fishing licenses, tags or permits, are not currently available
